Raptor electrocution continues to be one of the major wildlife concerns of the U.S. Fish and Wildlife Service (USFWSD), especially in states west of the Mississippi River. Raptors (birds of prey) are a group of birds which includes eagles, falcons, owls, kites, osprey and vultures. The USFWS Division of Law Enforcement has documented the electrocution of 1,030 migratory birds from the states of Colorado, Kansas, Montana, Nebraska, North Dakota, South Dakota, Utah and Wyoming. These birds of prey are protected through several laws including the Eagle Protection Act, the Endangered Species Act and the Migratory Bird Treaty Act.

The Western Area Power Administration was asked by some of its customers for guidance on raptor electrocution prevention. Western formed the Raptor Protection Video Group consisting of concerned individuals, wildlife organizations, utilities and Federal agencies. The group includes: EDM International, Inc., Montana Power Company, Montana Audubon Society, the North American Falconers Association, Southern Engineering Company, Swift Creek Consulting, Arizona Public Service Company and works in partnership with the Rural Utilities Service, the USFWS and Western.

The purpose of the video is to educate the public and the industry about this issue. The video presents:

identification of birds of prey and the appreciation of these birds from an aesthetic sense and their importance to the ecosystem
the problem of raptor electrocutions (including site problems -- location of facilities, design of structures and associated outages)
laws and regulations and associated penalties that protect these birds
solutions including pre-construction design solutions and post-construction retrofit in problem areas
